Practical guide
Before work begins on a substantial extension or structural renovation in Gosford, Wamberal or Erina, the proposal needs the correct planning and certification pathway. In NSW, that may involve exempt development, complying development or a Development Application followed by the relevant construction certification.
The pathway cannot be confirmed from the project name alone. Zoning, site constraints, development standards, bushfire and flood mapping, heritage, trees, easements and the proposed dimensions all matter.
Technical detail
A CDC is a fast-tracked assessment that combines planning and construction approval for eligible, straightforward development. It may be determined by a council or registered certifier when every relevant standard under the applicable planning instrument is met.
NSW Planning guidance says approvals can be issued in as little as 20 days in suitable cases. That is an indicative best-case pathway, not a promise; complete documents, neighbour notification, referrals, property constraints and requests for information can affect timing.

Why it matters
A DA is generally required when the proposal cannot satisfy the complying-development controls or when site-specific planning issues need merit assessment. Heritage controls, environmental constraints, substantial variations, complex sites and particular bushfire or flooding conditions can influence the pathway.
Assessment time varies significantly with the quality of the application, referrals, notifications, design changes and council workload. A responsible project programme allows for the actual advice of the designer, planning consultant and certifier rather than relying on a generic three-to-six-month estimate.
